Teen idol Justin Bieber is reportedly waiting until his 18th birthday in the hopes of romancing 21-year-old actress Elissa Sursara. By that time, Sursara would be 23. Bieber is reportedly hoping the actress, who turned down the 15-year-old because he “is too young” will reconsider if he is legal.
